- Can a 6 year old swimmer that has city times for 8 and unders in free and back participate in the City Meet and not swim at all in the Classic Meet?
NO.

B.2.c: A swimmer who swims in the Classic Meet can be entered in the City Meet only as a relay swimmer. A swimmer may compete in the same relay at both Classic and City. In addition to the 4 total events in Classic a swimmer may compete in 2 additional relay events at the City Meet.

Note: there are no exceptions to this rule. That is, even if there is a city-individual qualifier not filling a spot on the relay, a classic-individual may swim in the spot.
No. Not unless the ends up swimming in the event.
No. All four swimmers may be substituted as long as there were four alternates listed and those four alternates are available to swim.
